The greater Tampa Area Council of Scouting America has presented the National Outstanding Eagle Scout award to Brother Kenneth A. Tinkler of The Zeta Upsilon chapter at Boston University. This recognition is granted by the council’s NOESA committee to Eagle Scouts who have demonstrated outstanding achievement at the local, state, or regional level; unlike the Distinguished Eagle Scout Award, which is a national award, the NOESA recognizes Eagle Scouts whose efforts have been made closer to home.
Mr. Tinkler, a shareholder at Carlton Fields, specializes in government law, focusing on disputes involving land use regulation, environmental permitting, ethics regulation, and election law. Based in Tampa, he has been board-certified in City, County, and Local Government by the Florida Bar Association since 2005 and holds an AV rating from Martindale-Hubbell. His accolades include the Lifetime Achievement Award (2022) and the Judy Florence Memorial Outstanding Service Award (2013) from the Environmental and Land Use Law Section of the Florida Bar Association. Additionally, he received the Paul S. Buchman Award for Outstanding Legal Public Service (2014) and the Chair’s Award for Outstanding Service (2006) from the City, County, and Local Government Law Section. In 2023, he was listed in “The Best Lawyers in America” for Government Relations Practice.
Mr. Tinkler has held various leadership roles in the American Bar Association, American Bar Foundation, and The Florida Bar Association. He is also active in the National Association of Parliamentarians and the Florida Association of Parliamentarians. He has delivered over twenty major local, state, and national presentations, including events for the Florida Bar Association, American Bar Association, and Florida American Planning Association.
Since 1990, Mr. Tinkler has been involved with the Alpha Phi Omega Service Fraternity, serving on its National Board of Directors and supporting Tampa area chapters. His leadership roles within Alpha Phi Omega have earned him numerous awards, including the Section Distinguished Service Key and the Ellsworth D. Dobson Certificate of Merit. He has provided pro bono legal services for several organizations, including the Friends of Carrollwood Cultural Center Inc. and the Girl Scouts of West Central Florida. Since 2010, he has held various leadership positions within the Westshore Alliance, promoting commercial, transportation, public arts, and real estate development through its “Master Plan” community strategy.
